Purchases of new clean alternative fuel vehicles and hybrids that get at least 40 miles per gallon highway will be exempt from sales tax beginning Jan. 1, 2009.  The exemption was enacted by the Legislature in 2005 with a delayed effective date.  The exemption is effective through Dec. 31, 2010.  It includes the 0.3 percent motor vehicle sales tax.  DOR Special Notice

The legislative schedule:

The 105-day session includes Saturdays, Sundays and holidays.  The regular session will adjourn "sine die" by Sunday, April 26.

AWC
Throughout session, the Association of Washington Cities (AWC) will
periodically host conference calls regarding bills of interest to cities. These call-in meetings are another forum for cities to ask questions, share information, and / or become better informed based on comments from peers about legislative bills. If you would like to be notified of future conference calls, please contact Alicia Martinelli, (360) 753-4137 or aliciam@awcnet.org, to be placed on the notification list. AWC will notify interested finance officers of the day, time, and telephone number to call, as calls are scheduled.

LGFN
The Local Government Fiscal Note (LGFN) Program, a unit within the Local Government Division of CTED, is charged with generating local government fiscal notes to assess the fiscal impact of proposed legislation on local government entities (Chapter 43.132 RCW).  A local government fiscal note is a concise analysis of the estimated fiscal impacts of a bill on local governments.  Fiscal notes ensure that the potential impact of legislation on the financial resources of local governments is identified and incorporated into legislative deliberations.  They are also used as a decision-making tool in establishing the state budget.  If you would like to provide information regarding the revenue or expenditure impacts of a bill, please contact the LGFN program, http://www.cted.wa.gov/portal/alias__cted/lang__en/tabID__368/DesktopDefault.aspx.  Data from a variety of different jurisdictions is critical to providing the best representation possible to the legislature of the types of impacts that may occur to different jurisdictions across the state.  More information about the program is located at http://www.cted.wa.gov/portal/alias__CTED/lang__en/tabID__367/DesktopDefault.aspx.
