Job Title:  Accounting Manager

Under the direction of the Finance Director, the Accounting Manager plans, directs and supervises the Accounting Division of the City: Supervises and oversees the work of the accounting staff; assists in the preparation of the City budget; prepares reports, including the Comprehensive Annual Financial Report (CAFR), and other financial documents. This position manages and performs complex financial work in preparing and reconciling financial data.

Primary Duties

• Manage the day-to-day activities of the accounting department. Supervise, plan, prioritize, delegate, and review the work of staff; provide training and conduct performance evaluations.
• Perform audits on all accounting processes (payroll, accounts payable, cash receipting, etc.) to ensure management policies and internal controls are working as designed.
• Supervise and maintain the fiscal integrity of the city’s financial systems and general ledger. Ensure systems are in compliance with Generally Accepted Accounting Principles (GAAP) prescribed by the Government Accounting Standards Board (GASB) and with the Budgeting, Accounting and Reporting System (BARS). Maintain general ledger accounts, create journal entries, determine proper account coding and provide technical assistance to other staff. Prepare monthly, quarterly, and annual financial reports of all City funds, including the CAFR and associated schedules.
• Reconcile cash management and banking activities, verify accounting records are in balance with actual cash, investments, accounts receivable, deposits, etc.
• Develop, implement and enforce accounting policies, procedures and standards, as needed, recommend changes to accounting procedures. Assist the department director in the development and implementation of department goals, objectives, and short/long range plans
• Maintain and coordinate grant accounting with the other City departments and grantor agencies.
• Produce, access, and use confidential information in personnel, labor contracts, and other sensitive areas. Assist the Human Resources department in preparing scenarios during bargaining.
• Assist department director in preparation and monitoring of the city’s budget
• Key liaison to the State Auditor during audits
• Maintain and update cost allocation records for proprietary funds and repair and replacement funds and all capital asset records
• Exercise professional judgment in the conduct of all functions within designated areas of responsibility
• Prepare month-end closing; record monthly transfers, adjust journal entries, and reconcile bank accounts and appropriate tax reports; balance checks on accounts throughout the general ledger, including expenditures and revenue records; print final monthly detail and status reports.


Bachelor’s Degree from an accredited college or university with major coursework in accounting, finance or other related field.
Five (5) years of increasingly responsible professional accounting experience. Governmental accounting experience preferred. Two (2) years of supervisory experience.
Ability to pass background and credit check and pre-employment reference checks.
