Description:

The Finance and Utility Department oversees and directs the financial functions of the city and provides a variety of services to the citizens of Kelso. The Assistant Finance Director/Accountant performs and supervises a wide variety of financial, treasury, budgeting, cash management, contract and grant management and financial reporting functions including payroll, accounts payable, accounts receivable and cashiering; records retention and management and special project management. This position develops, proposes and regulates a system of internal controls to ensure proper accounting and financial reporting. Assists in the hiring, training, and evaluation of department employees. In the absence of the Finance Director/City Clerk/Treasurer, this position will assume the full responsibility of the Finance office. An extensive knowledge of the City’s accounting system is necessary, and work must be accomplished with considerable independence and discretion. This position must demonstrate leadership and skills in supervising subordinates. The incumbent works in an office environment characterized by frequent deadlines and constant interruptions and must be capable of working effectively with employees, department managers, and citizens. Primary Duties

• Supervise the operations and activities of the accounting functions (i.e. payroll, accounts payable, accounts receivable, general ledger, fixed assets, cashiering, etc.)
• Supervise the operations and activities of the finance, treasury, records and retention functions including general ledger, fixed assets, and others; May perform these functions in the absence of regular appointed personnel.
• Responsible for staff development for all assigned staff; assist in the selection of new employees, supervise, train, and evaluate performance of assigned personnel according to city policies and procedures
• When requested, review the work of subordinates for accuracy and to detect and prevent errors
• Perform bank reconciliation.
• Perform grant and project management. Coordinate with other City departments and grantor agencies to ensure compliance with grant funding requirements.
• Under the direction of the Finance Director, maintains the City’s computerized general ledger accounting system, including the chart of accounts, fund structure and reporting systems.
• Approve, prepare and post journal entries as required.
• Disseminate reports to City Council and city departments and assist department heads, Council, and other staff in understanding reports, budget guidelines, and account analysis.
• Develop internal controls and accounting policies and procedures that ensure compliance with GAAP and BARS; Assure compliance with laws, codes and regulations governing municipal accounting.
• Prepare the City’s Annual Financial Report, preparing financial statements and schedules, notes, and tables required for GAAP compliance, and coordinate its Submission.
• Assist the Finance Director in creating the City’s annual budget, including coordination of other departments, council, and outside agencies; Monitor budget compliance. Prepare and submit the approved budget.

Qualifications

EDUCATION
• Bachelor’s degree in Finance, Accounting, Business Management or related field.
• Certified Public Accountant highly preferred.
EXPERIENCE
• Five to eight years’ experience in governmental accounting processes.
• Two years supervisory experience.
• Bondable employee.
• Must pass a background investigation.
