Description:

The City of McCleary, situated 15 miles west of Olympia with an approximate population of
1834, seeks a Clerk-Treasurer. This is a permanent, full-time position. Current salary range is
$6,878.75 – $7,742.06, depending upon qualifications.
The Clerk-Treasurer is primarily responsible for the City’s financial operations, payroll, human
resources, and official records and proceedings, as well as management of the 3-person Clerk’s
Office. Anticipated growth and increase to population within the next decade make the position
of Clerk-Treasurer an exciting opportunity for a person with experience with BARS accounting.
An Associate or Bachelor’s degree in accounting or related field, plus demonstrated management
experience is desirable.

Primary Duties

Ÿ Prepares and maintains financial records and annual budget for the City
Ÿ Processes the municipal payroll and benefits
Ÿ Invests City revenues, and maintains records related to all investments
Ÿ Oversees accounts payable and receivable and balances monthly statements
Ÿ Oversees utility billing procedures, distribution of billing statements, and collection of payments
Ÿ Preparation of the annual budget
Ÿ Human Resources Officer
Ÿ Apprises the Mayor on issues related to the financial status of the City, preparing written reports as needed
Ÿ Organizes and prepares periodic financial reports, including records for the State Auditor, quarterly payroll tax
reports, and year-end reports
Ÿ Maintains official municipal files of contracts, ordinances, and resolutions
Ÿ Administers a records management program, including archiving and asset inventory
Ÿ Serves as the Public Records Administrator
Ÿ Attends City Council meetings; records proceedings, and prepares Council meeting minutes
Ÿ Maintains membership rosters of boards, commissions, and task forces
Ÿ Performs related duties as assigned

Qualifications

Ÿ Associate degree in Accounting or a related field (finance, business administration); Bachelor’s Degree is desirable
Ÿ Five years accounting experience with demonstrated managerial and administrative ability
Ÿ Experience in governmental accounting (BARS)
Ÿ Experienced in the use of standard office equipment and computers
Ÿ Knowledge of standard Microsoft computer program applications such as WORD and EXCEL
Ÿ Employment history demonstrating progressive responsibility, including work with professional service providers
and the general public
Ÿ Employment history demonstrating supervisory responsibility
Ÿ Must be bondable
Ÿ Notary Public or become one within six-months
