Job Title:  Director of Finance and Administration
Salary:  $80,079.84 to $113,979. 24 DOE

Responsible for the oversight and management of all financial aspects of the library district. Helps set organizational direction as a member of the Executive Team and plays an integral role in decision making and strategic planning. Serves as the primary point of contact with the state auditor, county treasurers and vendors. Works consistently within NCRL standards and policies and all applicable laws. Supports the library’s mission: Connecting the people of North Central Washington to vital resources and opportunities that foster individual growth and strengthen communities.

Primary Duties

Prepares all financial statements.
Develops and monitors the library district’s budget; coordinates the budge preparation process; works with accounting staff to ensure appropriate internal controls.
Monitors projected and actual revenues and expenditures on an ongoing basic, making necessary budgetary adjustments.
Directs the preparation of payroll, daily deposits, procurements , accounts payable, vouchers, and monthly/quarterly usage statistics.
Regularly attends board meetings and presents the finance report and other relevant financial information under the guidance of the Executive Director.
Serves as the primary point of contact for the state auditor, county treasurers, and vendors.
Develops and implements financial terms/formulas needed to obtain revenues.
Determines annual fees from contracting cities and monitors receipts.
Responsible for the negotiation and administration of grants and contracts.
Participates in strategic planning and collaborative teamwork.
Models excellent customers service skills to both staff and the public.
Initiates timely responses to patron and staff questions, and applies problems solving solutions to challenges that arise.
Cultivates constructive working relationships staff, public, and community partners.
Maintains the highest levels of confidentiality in all aspects of the position.
Develops practices and procedures in support of North Central Regional Library’s policies.


Bachelor’s degree and five or more years of relevant experience including budgeting and payroll.
Experience with budget preparation and maintenance.
Extensive experience applying financial and accounting practices, including reporting information.
Knowledge of state auditing, tax, wage and security reporting.
A minimum of two years of managerial and supervisory experience.
Strong ability to recognize and set priorities.
Previous experience overseeing and coordinating the work of multiple departments.
Ability to use diplomacy and tact to establish and maintain long-term positive relationships with employees, peers, patrons, and our communities.
Effectively communicates with diverse populations in both written and oral formats.
Expert knowledge of relevant computer systems and electronic resources.
Knowledge of BARS (Budget, Accounting and Reporting System) coding system.
