Reporting to the Director of Program Financial Management, the Finance Operations Manager provides financial leadership and oversight for the Health Systems Quality Assurance (HSQA) division’s operating budget of approximately $175 million. This position provides the vision and leadership to develop and implement financial procedures and practices in coordination with the Financial Operations Group which support the agency and division goals and priorities, comply with state and federal laws and regulations, and ensures sound financial management and systems are in place for the administration of the division budgets.
The Finance Operations Manager advises the HSQA Assistant Secretary and Deputy on financial management matters and provides the information necessary for division leadership to manage division and program resources. This position is responsible for a staff of four (4) and works as a member of the Financial Operations Group, Financial Services Extended Management Team, and division leadership team to provide leadership, guidance, and direction for Financial Services staff assigned to support HSQA.
The Office of Financial Services provides leadership and support for agency priorities and programs through quality budgeting, contracting, grant management, purchasing, and accounting services. The office ensures financial compliance with state and federal laws, regulations, and reporting requirements in addition to performing agency-wide financial activities. The office ensures operational effectiveness and financial stability of the agency.

Preference may be given to candidates with the following DESIRED education and experience:
A Bachelor’s degree or higher in Accounting, Finance, or related field; AND two (2) or more years of professional experience in business accounting, budget or related field. Experience should include leading the financial aspects of an organization, FTE management, financial reporting, account maintenance and reconciliation, budget development and maintenance, revenue forecasting, chart of accounts development, and providing financial consultation.
Six (6) or more years of professional experience in business accounting, budget or related field. Experience should include leading the financial aspects of an organization, FTE management, financial reporting, account maintenance and reconciliation, budget development and maintenance, revenue forecasting, chart of accounts development, and providing financial consultation.
Two (2) or more years of management/leadership experience, to include all aspects of workforce and performance development and direct supervision.
