NATURE OF POSITION
Under the direction of the Finance Director, provides complex technical support to the organization in the area of governmental accounting. Performs senior level financial research, planning and analysis. Oversees various City-wide accounting functions and related financial reports. The Financial Analyst may oversee or advise on the work of accounting staff throughout the organization.

Primary Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Employees of the City of Walla Walla are expected to model and foster the City’s core values: Customer Focus – Excellence – Stewardship – Communication – Leadership – Integrity
2. Provides financial analysis and long-range planning for assigned City-wide projects and funds. Researches, develops and recommends financial processes, strategies, methods, plans, policies and procedures. Develops models for forecasting and recommends financing. Interprets financial cost information and budget reports for management.
3. Oversees accounting activities to assure that they are in compliance with generally accepted accounting principles as well as federal, state and City financial accounting procedures. Analyzes and recommends changes to departmental accounting procedures.
4. Coordinates and creates monthly, quarterly, and annual City-wide financial reporting. Produces financial publications, documents, and other reporting projects as needed.
5. Analyzes system capabilities and user requirements and recommends improvements and updates policies and procedures.
6. Interprets federal and state guidelines and ensures the compliance with city, federal, state, county and other applicable accounting rules and regulations. Will coordinate with federal, state and other agencies.
7. Understand, monitor, evaluate, detect and correct errors in Enterprise Resource Planning (ERP) system.
8. Take initiative to propose alternative processing or internal control procedures to protect the assets of the City.
9. Proficiently prepare assigned areas in the CAFR, annual budget reports and other management reports.
10. Provides a broad range of consulting services to departments/divisions. Researches and responds to technical accounting questions, interprets financial, cost and budget reports, creates management and summary level reports as needed. May participate in preparing the financial components of complex contracts and agreements.
11. Serves as a lead or department representative on various interdepartmental and other task teams, as needed.
12. Supports the Public Works Department with the financial management and budgeting of Capital Projects and grant reporting requirements.
13. Provides training to Public Works divisions in areas such as budget, financial reporting, grant management and other areas as needed. May provide support and training to other departments as needed.
14. May provide back-up to other supervisors and Finance Director in their absence.
15. Attend professional conferences and other training to remain current and maintain a working knowledge of Generally Accepted Accounting Principles and Governmental Accounting Standard Board’s pronouncements.
16. May be required to attend Council or committee meetings during evening hours.

KNOWLEDGE, SKILLS AND ABILITIES
• Advanced and comprehensive working knowledge of Generally Accepted Accounting Principles, Governmental Accounting Standard Board’s pronouncements (Statements, Interpretations, Technical bulletins, and Exposure Drafts), Generally Accepted Auditing Standards, and other pronouncements of nationally recognized accounting and auditing organizations.
• Advanced and comprehensive working knowledge of federal and state grant regulations as well as other cost accounting standards to be used with the indirect cost plans.
• Advanced working knowledge of the State of Washington’s Budgeting Accounting Reporting System regulations governing local governments.
• Advanced and comprehensive working knowledge of ERP systems to manage and utilize them to their full capacity.
• Effective oral and written communications appropriate for the audience and situation.
• Ability to keep current through research or training and quickly learn new accounting rules and computer systems.

TOOLS AND EQUIPMENT USED
Personal computer and applications, including but not limited to word processing, spreadsheets and other software packages.

PHYSICAL DEMANDS
Sitting and standing for extended periods of time; seeing, hearing and speaking to exchange information; repetitive hand movements; intermittently stand, walk, kneel down, stoop, bend and lift up to 20 pounds.

WORK ENVIRONMENT
The work is generally performed within an office environment, which may include an open cubicle office setting. Noise levels are quiet to moderate. Interaction with upset staff and/or members of the public may occur. Minimal travel to a variety of locations for site visits or to attend meetings.

Qualifications

REQUIRED MINIMUM QUALIFICATIONS
Any combination equivalent to: Bachelor’s degree in accounting or closely related field from an accredited college or university, five years accounting experience in government finance, accounting, or auditing; and one-year supervisory experience.

DESIRED QUALIFICATIONS
Master’s degree in Business Administration or Accounting and/or CPA. Bilingual in Spanish.
