Job Summary
This position manages the accounting function including providing supervisory oversight to Accounting Technicians. Performs a variety of routine and complex administrative, technical, and professional accounting related functions including General Ledger, Accounts Receivable and Utility Billing, Accounts Payable, and Payroll.

Essential Duties

Supervision of Staff and Activities
• Plans, schedules, and directs day-to-day activities for assigned accounting staff.
• Hires, supervises, trains, and evaluates the performance of assigned personnel.
• Makes recommendations for corrective action and potential discipline to Accounting Technicians, when appropriate.
• Monitors and ensures assigned staff compliance with City/departmental policies, procedures, and regulatory requirements.
• Prepares, updates, and maintains assigned staff schedules, assigning work duties and monitoring the quality and progress of work performed by employees.
• Provides technical guidance to assigned staff, ensuring compliance with federal and state regulations.

General Ledger
• Prepares journal entries as required to properly reflect accounting transactions in general ledger; reconciles general ledger issues as required.
• Accumulates, calculates, posts, balances, and reconciles specific accounts, warrants and /or checks against registers; identifies, traces, and otherwise resolves discrepancies as required for all accounting functions.

Debt Management
• Assists the Finance Director with the management of the City’s debt schedule.
• Is responsible for the debt payments.

Payroll
• Supervises and audits the payroll process in compliance with federal and state requirements.
• Documents and resolves discrepancies according to departmental policies and procedures.
• Provides confidential technical support for collective bargaining-related management activities, including cost analysis and labor policy strategy.

Reporting
• Prepares periodic reports and analysis as per departmental procedures or as requested by Finance Director, City Administrator, and staff. Assists in the preparation of various state and/or federal reports.
• Maintains Schedules of Expenditures of Federal and State Awards. Generates and/or assists with other schedules of the State annual report as directed. As required, key supporting position for state and federal audits.

Records Management
• Maintains City finance-related records in accordance with departmental policies and procedures, state law, and record retention guidelines.

General Fiscal
• Prepares journal entries as required to properly reflect accounting transactions in general ledger. Reconciles general ledger and utility accounts as required.
• Prepares periodic reports and analysis as per departmental procedures.
• Accumulates, calculates, balances, and reconciles warrants against registers; identifies, traces, and otherwise resolves discrepancies as required for all accounting functions.
• Adheres to all departmental policies and procedures.
• Documents and resolves all discrepancies according to departmental policies and procedures.
• Interacts with the public and staff in a professional, timely and courteous manner.
• Interprets City ordinances relating to financial functions.

Education & Experience
Qualified candidates will have a Bachelor’s Degree in Accounting, Finance or related field and three or more years of experience in accounting-related functions with two years in a supervisory position. Equivalent combinations of education and experience may be considered. Candidates should have working knowledge of GAAP and modified GAAP preferred. Experience with various accounting and payroll software systems and proficiency with Microsoft Office Suite is essential.
