The Human Resources Manager performs a wide variety of human resources functions
and is responsible for developing, implementing, evaluating and administering the City’s
personnel policies, programs, services and systems including: recruitment, compensation,
payroll, employee benefits, personnel & medical files, FMLA, and staff training. This
position operates independently with minimal supervision, and is responsible for Human
Resource policy and procedures. This position requires the ability to communicate clearly

Primary Duties

• Plans, organizes, controls and directs the Citywide comprehensive human resources
programs, including recruitment and selection, benefits, employee relations and
development, training, wage and salary administration, human resource legal
compliance, organizational development and strategic planning.
• Performs internal consulting assistance to the City’s management and supervisory
staff in a variety of areas including staffing and organization, employee development,
disciplinary problems, and other special employment needs.
• Responsible for the City’s compliance with federal, state, and local laws regarding
personnel practices, including affirmative action/equal employment opportunity, Fair
Labor Standards Act, Family and Medical Leave Act, and Americans with Disabilities
Act requirements; responsible for monitoring the City’s personnel practices and
recommending correction actions to ensure compliance.
• Prepares, coordinates, and implements responses and recommendations to the City
• Develops and implements personnel-related services and programs such as training
programs, employee recognition program, and employee performance appraisals.
• Coordinates employee recruitment and selection processes, including advertising
vacancies and assisting directors in evaluating applications, interviewing applicants,
administering employment tests, conducting background checks, and making hiring

• Conducts personnel studies such as classification analysis and salary and benefits
surveys. Develops recommendations on salaries, increases, and pay and benefit
• Participates on the labor negotiations team, performing detailed research on all
remuneration issues and other research and analysis as assigned.
• Writes job descriptions and updates existing job descriptions in consultation with
management staff.
• Conducts employee orientations and exit interviews.
• Performs payroll, accounting and calculation tasks necessary to process payroll and
associated reports and tax filings using an automated system; applies state and
federal laws and contract provisions related to payroll, salary and benefit plans.
• Calculates overtime rates and other variations in pay; maintains accounting of all
leave balances.
• Enrolls new employees in benefit plans and provides benefits orientation; assists in
presenting benefit plan changes to employees.
• Prepares materials for and makes presentations to the City Council regarding Human
Resources matters as requested.
• Member of the City’s Wellness Team.
• Performs other duties as assigned


Education and Experience:
• A Bachelor’s degree in business or public administration, personnel/human resources,
psychology, organizational development, or other related field.
• Five (5) years of progressively responsible experience in Human Resources functions,
administering personnel programs and policies, preferably in a local government. Or
any combination of education and experience that provides the same level of
knowledge and skills.
• Basic laws, regulations, trends and practices governing human resources
administration including but not limited to ADA, FMLA, FLSA, HIPAA, Washington
Family Leave Act.
• Proficiency in applicable Microsoft software (Excel, Word, PowerPoint and Publisher)
and municipal financial system software (Springbrook, Vision or comparable)
• Certification as a Professional in Human Resources (PHR or SHRM-CP) is preferred.
