Description:

Staffs the Clerk-Treasurer position and supports Planning, Public Works and Maintenance Departments
This position reports to the Mayor and upon request may instruct other support staff as directed by the Mayor.
WORK SCHEDULE
This position has a flexible schedule and may allow work to occur remotely. Attending council meetings, the 2nd Monday of each month at 6 pm is required on a regular basis. Overtime, if any will be approved by Mayor. Expected hours are 10-15 per week on average. Supported by Town Assistant for day-to-day operations.

Primary Duties

The following statements reflect the general duties and responsibilities of this position, but should not be considered an all-inclusive listing. The employee is also expected to meet the technical performance standards for this position and the Town’s standards for interpersonal and team behaviors, customer contacts, and supervision. Employee may also perform other duties as assigned, including work in other functional areas to cover absences or to meet current workload needs.
Primary contact for the Town’s customer service issues that arise – assisting citizens with prompt, helpful and courteous service. With mayoral approval, may delegate and oversee support staff for telephone reception for the office, receipts utility payments and day-to-day on-site issues.

Prepares and/or oversees the creation of meeting agendas and information packets for Council, and other meetings as needed.
Manages the Town’s public records including handling public records requests, file maintenance and records disposition.

Coordinates with other appropriate entities as needed and solicits, receives and issues applicable licenses, permits, etc.
Prepares and/or provides support for reports for use actions, comprehensive plan amendments, draft ordinances and other related applications as needed.
Assists Council and Town Attorney with proper filing, numbering, organization etc of ordinances and resolutions as required.
When on site, available to notarize documents and attest signatures.

Performs a variety of administrative support duties, some of which may also be delegated to Town Assistant, including travel registration and arrangements, purchase supplies, can serve as a Notary Public, maintain and supervise the keeping of confidential files and information, and research special projects as directed, i.e. grant writing etc.
Attends work on a regular and dependable basis – can work remotely with Mayor approval.

Qualifications

Experience as municipal clerk-treasurer with BIAS software (preferred) or similar utility software highly desired and grant writing ability/assistance a plus.
Must also:
Have a valid Washington State driver’s license and a driving record acceptable to the Town’s insurance carrier, OR must be able to provide own transportation to and from job, meetings, and related job sites.

Maintain a level of physical and mental fitness necessary to perform the essential functions of the position.
Must be legally able to work in the United States.

Knowledge of:
Ability to proficiently use a variety of computer software programs including word processing, spreadsheet, database, BIAS programs (or similar ie. Vision, etc.) including Cash Receipting, Utility Accounts and Permitting, and other computer programs.
Knowledge of State laws, rules, and regulations for the development and maintenance of city resolutions, ordinances, and codes.
Grant-writing ability a plus.

Ability to:
Prioritize work to meet deadlines.
Ability to work independently from general instructions and broad work expectations. Establish and maintain effective working relationships with support staff, co-workers, and the general public.

Coordinate and carry on a number of activities simultaneously under stressful and busy conditions.
Present a positive image of Town services both verbally and in writing.

Communicate effectively and clearly both orally and in writing.

Work occasional early mornings, evenings, and weekend – a flexible schedule is offered with the position.
Listen to and resolve problems in a manner that is responsive to the needs of the customer and promotes professional customer service.
Notarize documents and attests signatures when on site. Must be bondable.

TRAVEL
This position may require overnight travel on an occasional basis for training and other professional development.
