This Fiscal Analyst 4 position supports the employees of DOH by:

Conducting financial reviews and analysis of fiscal data.
Providing guidance to program staff for compliance with GAAP, OFM and DOH administrative policies and procedures.
Performing in-depth research using SAAM, RCWs, and WACs, in response to inquiries from DOH personnel at all levels.
Maintaining the agency Chart of Account. Principal assistant to Accounting Manager.
These duties ensure that documents and resources are efficiently managed, and that public health services are effectively provided to the citizens of Washington.

This is a permanent, full-time Fiscal Analyst 4 position located within the Office of Financial Services in the Office of Accounting and Grant Services.

Primary Duties

Duties Include

Performing financial review and analysis of fiscal data in accordance with GAAP.
Reviewing and analyzing the In-Process Reconciliation Report and identify areas requiring corrections.
Reviewing Journal vouchers submitted by all agency fiscal staff for accuracy, required supporting documents, allow ability, and timeliness.
Developing fiscal queries using agency-wide Enterprise Reporting and Web Intelligence.
Assisting in fiscal year closing of financial records.
GL reconciliations including but not limited to all 51xx GLs; Responsible for unliquidated estimated accrued expenses and immaterial prior period adjustments.
Participating on the Chart of Accounts (COA) development workgroup as the subject matter expert: preparing and monitoring the creation of the biennium agency wide chart of accounts.


Required Qualifications

Option 1: Three (3) or more years (full-time equivalency) of experience in the following:
Professional level accounting or finance experience, including experience with Washington State SAAM guidelines, RCW’s, WAC’s, and other state policies and procedures.
State reporting systems: AFRS, Enterprise Reporting, or Web Intelligence.
Intermediate level experience in MS Excel including the ability to create formulas and pivot tables.
Analyzing and interpreting financial reports in order to adjust entries, correct discrepancies and prepare documents; research transaction records and other fiscal records to ensure accuracy.

Option 2: A Bachelor’s degree or higher in Accounting, Business Administration or closely allied field; which includes the successful completion of 12 Quarter hours (or semester hour equivalent) college-level coursework in accounting, auditing, budgeting, or finance; AND one (1) or more years of experience in accounting, budgeting, or auditing.


Demonstrated experience in the following:

Using Microsoft Excel to develop and manipulate large or complex spreadsheets; use complex mathematical formulas to calculate data and link worksheets; import data from other sources, filter lists, and create and format charts and graphs.
Using Microsoft Word to create, format, and edit tables, charts and graphs; insert and format sections; create headers and footers; and work with pictures and draw objects.

Desired Qualifications

Twelve (12) or more semester hours, or eighteen (18) or more quarter hours of college-level accounting, auditing, or budgeting course work.
Two (2) or more years of experience working in WA State Financial systems: Agency Financial Reporting System (AFRS), Enterprise reporting, and Web Intelligence.
