The Snohomish Health District is hiring a Purchasing Coordinator to join our Finance Team!
Under direction of the Finance Manager, or designee, incumbent will oversee and coordinate the District’s centralized purchasing including monitoring compliance with standard procurement, coordinating the competitive bidding/proposal process; preparing documentation for contract awards; drafting standardized purchasing policies and procedures for the District.
Examples of Work Performed:
Receive and process requisitions, reviewing for appropriate approvals and the availability of funds. Review or assign proper account coding.
In conjunction with line personnel, determine the most economical products which meet functional needs and appropriate quantities to order given volume discounts, utilization rates, shelf life and storage requirements.
Prepare and process formal and informal bid solicitations, including requests for information, qualification and proposals. Coordinate and participate in the selection process.
Support line staff in conducting research into technical aspects of goods and services as necessary.
Negotiate price, delivery date, warranty, options, service and discount with existing and potential vendors.
Troubleshoot and resolve acquisition disputes or problems between the District and vendors.
Provide support to Accounts Payable staff re billing issues.
Review history and monitor activity to uncover opportunities for more economical purchasing.
Coordinate with Snohomish County Information Technology regarding tracking of the District’s mobile telephones.
Develop and document purchasing policies and procedures in consultation with the Finance Manager and Administrative Officer, ensuring compliance with applicable State and Federal laws and regulations.
Provide training and ongoing support to staff for the Purchasing Module of the financial system.
Coordinate with Accounts Payable to determine proper account coding and program allocation for Purchase Orders.
Performs other duties as assigned
Education and Experience Required:
Education: Requires AA degree in Business Management, Accounting or related field.
Experience: Three years of experience in a similar work situation, preferably in a public agency or any combination of education and experience which demonstrates competency.
In place of the above requirements, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual’s knowledge, skill, and ability to perform the essential duties and responsibilities listed above.
Licenses, Certifications and Other:
Bachelor’s Degree in Business Management, Accounting or related field.
Certified Public Procurement Buyer (CPPB) or NIGP Certified Procurement Professional (NIGP-CPP), preferred.
Experience with One Solution or other complex, integrated accounting software systems, preferred.
Valid Washington State Driver’s license or ability to obtain one within 30 days of hire and a driving record which meets the requirements of Snohomish Health District’s insurance carrier
Background check pursuant to RCW 43.43.830
