The Port of Portland is a gateway to the globe, we operate multiple airports, marine terminals and business parks that connect people and passengers, drive economic growth and improve our region’s quality of life. We are seeking an individual to work directly with business unit managers in developing budgets and monitoring financial performance. This role will assist with managing the Port’s legal budget; modeling future operational performance; analyzing and resolving budget variances; and performing sensitivity analyses. This position will also contribute to the development of the Port’s annual operating budget and ten-year long-range plan.

We are looking for someone with expert analysis and Excel modeling skills as well as a solid understanding of budget development, forecasting and accounting principles, and business intelligence software such as Tableau. • Contribute to the development of the Port’s annual operating budget process, quarterly operating forecast revisions, and the ten-year long-range plan:
• Lead the Port’s budget process for support services departments, providing support to budget managers in developing and revising operating budgets, preparing associated analysis, and reporting results to Port senior leaders and Executive Team.
• Manage the Port’s legal budget model. Prepare and publish the Port’s consolidated budget documents, including the preparation of materials and notices for presentations at public budget hearings. Maintain knowledge of current Local Budget Law and Oregon Administrative Rules to ensure that the Port’s legal budget is prepared in accordance with all requirements. Work closely with the Tax Supervising Conservation Commission (TSCC) to ensure compliance with Local Budget Law and certification of the Port’s legal budget.
• Prepare annual burden labor rates.
• Develop and true-up common area maintenance charges.
• Identify ways and implement solutions to streamline budget and long-range planning processes. Provide clear and thorough documentation of major processes and analyses.
• Manage monthly reporting and financial analysis processes:
• Support timely financial close process.
• Perform monthly analysis of operating income statement (OIS) results.
• Develop tools and processes to monitor expenditures and budget appropriations throughout the year.
• Prepare reports and presentations including the monthly Operating & Financial Results Dashboard as well as quarterly and year-end forecast updates.
• Identify ways and implement solutions to streamline close processes and various financial reports.
• Perform analysis for senior management particularly during budget development and quarterly revisions, including sensitivity analysis.

Financial Analysis:

• Perform ad hoc financial analyses as needed.
• Identify and propose strategies to increase revenue or reduce costs in the scope of the analytical work.
• Provide forecasts for the Port’s lines of business in support of lease negotiations, cash flow modeling, and future strategic planning.


• Bachelor’s degree in finance, accounting, economics, business administration, or a related field is preferred; or an equivalent combination of education and relevant work experience is required.
• Minimum of five (5) years’ of increasingly responsible experience as a finance or budget analyst and demonstrated competency in finance, budgeting or accounting is required.
• Strong knowledge of and experience with finance, budgeting, and accounting principles.
• Experience with spreadsheet applications and complex Excel models, financial forecasting and budgeting practices is required.
• Familiarity with JDE/Oracle or similar enterprise financial systems is preferred.
• Proficient with Microsoft Office Products is required.
• Working knowledge of: Tableau, Oregon Local Budget Law, budget and planning systems such as Longview or Insight Software Solutions, and accounting principles is preferred.
• Advanced knowledge of spreadsheet applications and modeling, financial forecasting and budgeting practices is required.
