The Washington State Department of Transportation (WSDOT) Accounting and Financial Services Division (AFS) is currently seeking a highly motivated accounting professional to fill the role of System, Controls and Reporting Manager at our Headquarters in Olympia, WA. The Systems, Controls & Reporting Manager reports directly to an AFS Assistant Director and has four critical areas of responsibly: WSDOT’s Internal Control Program; administering federally approved WSDOT indirect cost, cost recovery and cost allocation plans; managing WSDOT’s fund and general ledger accounting; and managing consumable inventory accounting.

Provides expert consultation to senior managers and executives requiring the highest level of technical expertise, especially related to internal controls, financial accounting and reporting, and the agency’s Indirect Cost Rate Plan, Cost Allocation and Cost Recovery Plans.
Responsible for monitoring, oversight and financial reporting of WSDOT funds and accounts, ensuring accuracy and reliability of financial information. Administers the State and Federal disclosure reporting process for WSDOT.
Works with diverse groups within the agency, across state government and with non-state entities to deliver professional financial consulting services for agency programs, projects and executives.
Ensure the accuracy and reliability of financial information contained within WSDOT and statewide accounting systems.
Responsible for developing and maintaining WSDOT’s statewide Chart of Accounts.
Formulates or supports the formulation of statewide accounting policy by thoroughly understanding and interpreting complex financial regulations.
Minimum of five years of recent experience working in complex government accounting organizations.
Expert level in understanding and application of GAAP.
A strong background in the basics of effective communication, consulting with diverse groups, developing policy and mentoring agency financial staff.
