This position performs technical and management work responsible for overseeing utility billing functions, financial systems, customer service, and financial review, analysis, and reporting. This position also prepares analysis and special projects, as directed, in accordance with professional, administrative, and legal standards.
EXAMPLES OF WORK/RESPONSIBILITIES
*Trains, supervises, motivates, and evaluates employees’ work performance; makes decisions on hiring, promoting, discipline, termination, and/or other employment actions, in conjunction with others; resolves managed employees’ concerns, as necessary; provides mentoring, training, and professional development opportunities for managed positions with an emphasis on establishing and maintaining superior customer service skills.
*Acts as a referral source for resolving customer issues that the front desk staff, Customer Care and/or Solid Waste Supervisor are not able to adequately resolve; escalated customer issues may include, but are not limited to, payment arrangements, removal of late fees, shut off fees and meter removal fees, disconnecting service, tenant/landlord issues, lien filing issues, meter read disputes, payment issues, and leak adjustment disputes.
*Maintains knowledge of, and implements current, City Administrative Policies and Procedures, City of Auburn Code, City Council resolutions and ordinance changes related to utilities, and current municipal accounting principles and practices.
*Manages customer service, utility billing, and Solid Waste which includes, but is not limited to, coordinating billing and delinquency notifications, disconnecting service, monitoring disconnected accounts and potential leaks, and exporting and importing solid waste charges from the hauler; prioritizes and delegates utilities function work assignments to assigned employees.
*Manages miscellaneous billing functions including, but not limited to, property leases, water hydrants, and sewer surcharges.

MINIMUM REQUIRED EDUCATION AND EXPERIENCE
Bachelor’s degree in Finance, Business Administration, Accounting, or closely related field, AND a minimum of four years of successful professional accounting experience plus a minimum of one year of successful supervisory experience; OR a combination of education, training, and experience that would indicate that the applicant would successfully complete the essential responsibilities of the position.
Experience in a municipal setting is highly desirable.
Utilities billing experience is highly desirable.
Experience with Springbrook is highly desirable.
