The City of Everett is accepting applications on the appointive basis for Utility Services Supervisor in the Public Works Department.
Under the direction of the Public Works Finance Manager, supervise and oversee the operations of the utility billing and customer service functions, meter shop, Public Works warehouse and inventory, dispatch, small tool and equipment repair, and City mail room; gather, analyze, interpret and forecast and maintain financial data for the department. Responsibilities include performing a variety of departmental development, economic evaluation and planning functions which require innovative problem solving and considerable initiative to support the financial activities of the department. Responsibilities include developing customer service and operating policies and procedures for areas of assignment. Work is reviewed through conferences, reports and by periodic audits. Supervision is exercised over assigned staff.

ILLUSTRATIVE EXAMPLES OF WORK:
Address a variety of personnel needs and issues, which include work flow, documentation of leave usage, adherence to payroll reporting standards, monitoring overtime, and conducting performance reviews of subordinate personnel.
Supervise utility billing for the City, including water and sewer services. Interact with customers, staff, other departments and businesses. Respond to citizen billing inquiries as required.
Oversee the scheduling, coordinating and supervision of the daily activities of employees engaged in meter reading and recording, repairs, calibrations, and adjustments to all sizes and brands of water meters, customer notification and shut off of delinquent accounts, customer services such as checking meter reads and locating water services, and handling customer service issues such as determining water problem corrections.
Coordinate with the meter reading shop, mail room, Technical Services Group and Water Filtration Plant on flow related issues.
Supervise the operation of the Utilities and Streets warehouse by controlling and tracking the flow of materials and equipment via the Utilities Maintenance Management System and insuring that the annual Utilities Division inventory meets the requirements of the Washington State Auditor as well as good business practice. Coordinate closely with Utilities supervisors and crew leaders, and with Purchasing and the vendors supplying materials and equipment used for Utilities maintenance and operations.
Assist in the formulation of the preliminary and final budget documents; prepare budget requests and forecast operating expenses and revenues; compile budgets for the Utility Services Division; research and analyze data; assist in resolution of budget issues and requests for information; provide assistance to departments.
Establish and monitor the existence of adequate internal controls, ensuring uniform and highly efficient work throughout the department.
A combination of education and related experience may substitute for education requirements.
• Bachelor’s Degree in Finance, Accounting, Business Administration or a related field and
• Significant computer and municipal accounting related experience, including 2 years’ experience in a supervisory or lead position.
